Inconsistently Heinous villains who appear as the main villain of a series or long-running franchises they appear in (although in some cases they can be Protagonists such as Walter White and Eren Yeager). They are the villains that stand on top of the villain hierarchy and have the most power and influence of the story, at times more so than possible Bigger Bads. It's not uncommon for the Inconsistentently Heinous Big Bads to set the Heinous Standard of their respective work.

Note: DO NOT add villains of a single book/game/movie/season of a TV show or villains of a story without enough antagonists. In order for a Inconsistently Heinous to qualify as a Big Bad, they have to appear in long-running stories with numerous arcs and protagonists.
