Caesar Clown is a major antagonist-turned-reluctant supporting character in One Piece. He is the main antagonist of Punk Hazard Arc, a supporting antagonist of Dressrosa Arc and a neutral character in the subsequent arcs. Formerly working for the World Government, Caesar was kicked out due to his experiments and became a fugitive due to his actions.

He is voiced by Ryusei Nakao (who also voiced Speckles in the Japanese dub of G-Force) in Japanese and Jerry Jewell in English.

What Makes Him Heinous?[]

  • Along with Vegapunk, Queen and Judge, Caesar was part of an illegal group called MADS where he created illegal Devil Fruits and weapons of mass destruction.
  • Tried to sell the weapons of mass destruction to Akainu so that he gets to be rich, not out of any concern for the destruction said weapons will cause.
  • Developed a gas weapon capable of killing countless people, despite the World Government making it illegal.
  • When Vegapunk discovered him making said weapon and tried to arrest him, Caesar activated the device and blew most of Punk Hazard up, killing several of his staff and covering the island with poisonous gas.
  • When the prisoners who were affected by the gas lost their ability to walk, Caesar created artificial legs for them only due to pragmatic reasons, and to gain a staff.
  • As per Doflamingo and Kaido's request, he began creating artificial Devil Fruits so that Kaido can destroy the world with an army of Zoans.
    • Due to Caesar's faulty research, the majority of the SMILEs became duds whose only ability is to remove all emotions other than laughter. Not caring about this, Caesar still supplied these fruits to Kaido.
  • Provided Jack with poison weapons, which the latter used to nearly eradicate the Minks.
  • Using the gas he destroyed Punk Hazard with, he condensed it and gave it a Devil Fruit so that he could use it to kill everyone on the island when the time comes.
  • Along with Vergo, Caesar kidnapped several children using his connections to perform gigantification experiments with the order of Big Mom.
    • Due to these experiments, the kids had an estimated life-span of 5 more years, which Caesar didn't care about, instead rationalizing on kidnapping more children.
  • Caesar also spiked the candies the children ate so that they would be unhesitatingly loyal to him, and he would have succeeded if Mocha didn't realize it.
  • While fighting the Straw Hats and the Marines, Caesar sucked out all oxygen in the room to kill all of them.
  • When cornered by Law, Caesar used Smiley, the fusion of the Devil Fruit and his poison gas to kill everyone on the island.
  • After his schemes were exposed by the Marines, Caesar tried to kill Smoker by stabbing his heart out of spite, but failed to kill him because Law switched it with Monet's heart, which ended up killing her instead. Despite this, Caesar showed no remorse for causing her death and was only angered that Law switched his heart.
  • When the Straw Hats confront him about how his poison gas nearly drove the Minks to extinction, Caesar showed no remorse and was proud of his weapons.
  • Tried to threaten Pez, who was just an infant.
  • To drive the point on how cruel he is, Oda, the creator of One Piece, claims that Caesar Clown is 'better off dead', meaning even Oda considers him an irredeemable monster.

What Makes Him Inconsistent?[]

  • After his defeat, he became far too comedic for either Pure Evil or even Near Pure Evil, and while he was a menacing threat in Punk Hazard Arc, no one takes him seriously in the subsequent arcs. For instance:
    • Sanji and Brook used him as a net for their purposes.
    • He blows Big Mom's money on wine and women due to the impossibility of her request, and his terrified outlook when Big Mom and Perospero try to give him an environment to replicate his experiment.
    • Perospero crushed his heart several times to keep him in line, and not trusting him.
    • Due to his indirect crimes against the Minks, he tried disguising himself and called himself "Cedar".
    • He made a paper-thin disguise and called himself "Gangster Gastino" to try to avoid getting recognized by the Straw Hats, which fooled no one except Luffy and Chopper.
    • During the attempt to rescue Sanji, Caesar was used as unwilling bait to help the Vinsmokes and the Straw Hats escape and was terrified in a comical manner when he saw Big Mom and her pirates all gunning for him.
    • His attempt to threaten Pez, Bege and Chiffon's son is met with threats from Chiffon, to which Caesar became terrified.

Trivia[]

  • Previously, he was considered Pure Evil, but it was later decided that IH was more fitting for him due to being too comedic for even NPE.
