Bill 'Norman' Cipher is the main protagonist of the Gravity Falls fanfiction Flat Dreams that expands on the lore of Gravity Falls. Like his canon counterpart, he's an all-powerful triangular demon from 2nd dimension who wants to spread chaos and weirdness throughout the Multiverse. He is the younger brother of Liam Cipher.

What Makes Him Heinous?[]

  • In his early life, Bill was a bit of a conman at his job in the second dimension, sometimes swindling people and getting away with it
  • After getting imprisoned in the Infinetentiary by the Time Police for trying to undo the sphere from causing the Circles to arise to a monopoly on power and form the oppressive and brutal society of the 2nd dimension, he befriends various interdimensional criminals and starts a mass prison brawl
  • Started a mass prison riot in which his gang take over the Infinetentiary (albeit on accident), he devises a plan to escape by invoking Globnar, from which his gang plays on both sides of the games to purposely make his team win.
  • Cheated in Globnar to obtain a time wish to transcend and become a Dream Demon, after which he attacked Time Baby and causes chaos in the Infinetentiary with his newfound near-omnipotence
  • After being banished back to the 2nd dimension by Time Baby, Bill and his gang would cause a Weirdmageddon in the 2nd dimension to 'redecorate it', spreading mass chaos and destruction as Bill took over
  • He sends his gang to break any friends of his in the 2nd dimension out of prison as he then attacks the General Assembly Hall to overthrow the Circles, who were at the time controlling the 2nd dimension, as revenge for everything
  • He killed the council of Circles in a way that, while deserved for their dictatorship and massive kill count in terms of executions, was nonetheless excessively brutal and sadistic
  • For billions of years Bill Cipher would travel into the Mindscape of other dimensions and cause other dimensions to collapse and fuse with the Nightmare Realm, bringing mass destruction to all those who resisted his chaos and allowing anybody who accepted his new rule to join his gang and party
  • Bill would then target the 3rd dimension, the biggest and most expansive dimension, to take over.
  • Throughout the 3rd dimension's history, Bill would make contact with the humans of Earth to mess and manipulate great minds.
  • It's implied he was partially behind the destruction of the city of Atlantis.
  • Caused an apocalyptic destruction event in Egypt through a ritual.
  • Caused the Library of Alexandria's destruction, although on accident.
  • He'd go on to commit the same crimes his canon counterpart did in the original Gravity Falls series.

What makes Him Inconsistent?[]

  • He has a genuine Freudian Excuse that, while doesn’t excuse his atrocities, plays him for sympathy, having grown up in an oppressive and brutal society in the 2nd dimension ruled by the tyrannical Circles. He saw his own older brother by executed, witnessed Nora, implied to be the woman he loved, commit suicide and was imprisoned by the Time Police just for trying to stop the Sphere from interacting with the Circles to prevent the Circles from starting their monopoly on power and their oppressive dictatorship over the 2nd dimension. In addition, after having successfully unleashed Weirdmageddon on the 2nd dimension, he looked into alternate realities with his pseudo-omniscience only to see one in which he accidentally killed his brother while trying to explain himself, which traumatized him and as a result he chose to seal off his memories of Liam and forget his past. All of this is why he is not a Pure Evil character compared to his canon counterpart.
    • It's later shown on though that while he was working with Stanford he'd experience unpleasant auditory hallucinations of Liam even after forgetting about his existence, meaning even after he tried to move on his backstory still deeply affects him
  • He genuinely has loved ones, deeply caring about his older brother and swearing to overthrow the Circles and get revenge on them for causing his death. He also wanted Nora to escape with him together to the 3rd dimension to go back in time and tried to convince her not to follow through with the suicide mission she was going to do. Furthermore, after meeting his future gang members, he genuinely got along with them, having blocked off an attack from Time Baby to save them and having them party with him.
  • It's implied he has some form of standards, as he was creeped out by Pythagoras making trigonometric theories using his form as a reference. He was also slightly creeped out by Stanford building what was in all essence a shrine to him after digging up artifacts made in his image
  • It's possible he respects those who do unreasonable things, not minding the surviving residents of the 2nd dimension attempting to assassinate him due to it being fitting for the chaotic and lawless nature of the Nightmare Realm and even being impressed, and admiring his other friends for being chaotic.
  • After being destroyed by Stanley Pines in the canon finale of Gravity Falls, his consciousness is trapped in his own dark twisted mindscape in which he is essentially put in a fate worse than death, being haunted by auditory hallucinations of his visions of the alternate reality where he killed Liam, which plays him for sympathy again.
    • After this, he finds a locked door leading to a memory in his Mindscape, destroys the lock with his powers and peers into the memory, seeing his childhood with Liam and choosing to keep his memories of Liam alive, making this a partial redemption.

  • He is currently the only version of Bill Cipher to be Inconsistently Heinous.
  • He is the only Gravity Falls Inconsistently Heinous so far to be from fanfic.
