Arishem the Judge is the overarching antagonist of the 2021 Marvel Cinematic Universe film Eternals and the 2025 film Captain America: Brave New World. As the leader of the Celestials, he oversees the creation of life throughout the cosmos and the birth of new Celestials in order to maintain balance in the universe.
He is voiced by David Kaye.

What Makes Him Heinous?[]
- He used his cosmic energy to create Celestial seeds and sends them to many planets in various systems and galaxies, wiping out the populations in the process. He is hence responsible for Earth almost being destroyed since he sent the Celestial Tiamut to hatch out from the planet if it weren't for the Eternals who grew empathetic with humanity (Sersi mostly).
- He kidnapped Sersi, Phastos, and Kingo for preventing Tiamut's emergence and took them to the World Forge to study their memories.
- He’s indirectly responsible for the events of Captain America: Brave New World, as the United States and the other countries would fight over the Adamantium in Tiamut’s body, later allowing Samuel Sterns to take advantage of the chaos to enact his revenge plot on Ross.
- Despite the Heinous Standards of the universe, Arishem easily stands out for his higher kill count in a worldwide scale, something he has been regularly doing for eons.
What Makes Him Inconsistent?[]
- Arishem along with the other Celestials are far too advanced and powerful to respect and/or follow our morality and thus is not affected by our worldview and reputable perspectives, for better or for worse. Unlike Dormammu, who cares about nothing except for torturing people, Arishem has a more complex characterization, cementing his unorthodox morality.
- Despite his multiple mundicides, it was for a well-intentioned reason as he wants to preserve the balance of the universe and create more life. He has created much more than he has ever destroyed. He does what he deems as necessary rather than following his own personal desire for power. He also believed humanity was worth sacrificing for a greater good for the future of more planets with more individuals. And while he did make the Deviants, them turning bad was completely unintentional and he ultimately fixed what he accidentally did either way.
- He is incredibly affable as he shows no sign of sadism, can be reasoned with, and is also willing to learn more about certain species, as shown when Arishem takes Sersi, Phastos, and Kingo to study humanity through their memories.
- He chooses to spare humanity, seeing some value in them and giving them a second chance if they pass his judgement. That means that he is both honorable and forgiving and completely proves he is a genuinely benevolent god.

- Arishem the Judge is the only Marvel Inconsistently Heinous villain not to be the main antagonist of a respective film.
