Amanda Waller is a major antagonist in the DC Extended Universe.
She is the leader of the A.R.G.U.S. agency and is responsible for the founding for the suicide squad as a personal black-ops team made up of supervillains blackmailed into dangerous missions under threat that there is a bomb collar around their neck
While she claims to be using Task Force X for good purposes, she abuses her power, to either save herself from her crimes, or to push the thing she wants forward.
She was portrayed by Viola Davis.

What Makes Her Heinous?[]
In General[]
- Despite the extremely high heinous standard of the DCEU, Waller passes due to doing everything in her power to get thousands of innocent people killed, all with lower resources than Starro or the other supernatural menaces in the films.
Suicide Squad[]
- Even though getting The Enchantress into position to try to destroy the world was unintentional, she showed no remorse for it, and gets Bruce Wayne to cover her tracks.
- She killed her entire staff for being disposable.
- She tried to manipulate Deadshot into killing Harley Quinn for deserting by offering his freedom, which he refused to do.
The Suicide Squad[]
- She murders Savant at Corto Maltese when he tries to retreat from the massacre happening there. While she did not feel easy when she had to kill him, even if the team was cannon fodder, it was more out of her losing an asset rather than remorse over his death.
- In a deleted scene where Rick Flag insulted her blouse, she sends him on the mission to Corto Maltese. While this scene is non-canonical, it shows how petty she is, as she sent him on a death mission all because of a remark. And this ends up killing Flag.
- She cunningly hires Task Force X to destroy any evidence of America's involvement with Project Starfish to avoid any liability if Starro is ever used to cause trouble. This ultimately gets Rick Flag and Polka-Dot Man killed and Peacemaker hospitalized.
- She does everything in her power to enable Starro's rampage to destroy Corto Maltese and brainwash thousands of innocent people. She goes so far as to sadistically claim that them dying is a good thing.
- She tries to murder Bloodsport and the other Task Force X members in cold blood when they want to save Corto Maltese.
- She leaves the Peacemaker with her former subordinates to be petty.
Peacemaker[]
- She sent her daughter Leota Abedayo to plant a fake diary under Peacemaker's bed to frame him for what the Butterflies are planning to do.
- When Abedayo showed sympathy, Waller insensistively said this would kill her despite knowing the advantage her daughter provides the team.
- She sent Caspar Locke to find evidence to prove Peacemaker's guilt.
Black Adam[]
- She threatened Black Adam that he would be defeated if he got out of the nation and sent Superman to deal with him.
What Makes Her Inconsistent?[]
- She has a few moments where she is sincerely affable in her interactions with others, as she shows some respect to Bloodsport even if he blackmailed her into clearing their records in exchange for keeping Project Starfish confidential.
- She is, in the end, an anti-villainous extremist, who just wants to keep the world safe from people like the Enchantress, who turns people into monsters, the Thinker, who tortures people in horrific ways, and the Butterflies, who possess people and take whatever they want from them. Even if she shows some hypocrisy, she's still genuine in her good intentions, making it too preventing for NPE.
- She rewards Task Force X for stopping the Enchantress by giving Killer Croc a TV and Harley an espresso machine as well as letting Deadshot visit his daughter before he is taken back to prison.
