I work for the Earth Protection Force, a secret organization assembled to face a mounting crisis. A crisis dating back to 1870 when President Grant created the EPF after the first extraterrestrials crashed here on Earth. Extraterrestrials, a crisis that continues to this day, as we’ve seen with the recent invasion of the savage Triceratons. I guarantee you, similar invasions will follow, and someone has to be there to stop them. That is the purpose of the EPF, my purpose, to create a new humanity, a new superior race, born of enhanced DNA. DNA acquired from genetic manipulation, alien autopsies, and even stolen from your sons.

Agent John Bishop is a major antagonist in the 2003 Teenage Mutant Ninja Turtles cartoon series, serving as the secondary antagonist of Season 3, one of the three main antagonists (alongside Karai and Hun) of Season 4, a supporting character in Seasons 5-6 and a cameo character in Season 7.

He was the ruthless leader of the Earth Protection Force that has a disdain for alien kind upon having been tortured in an alien abduction, willing to go to any lengths if it means the Earth's Protection. This puts him at odds with the Teenage Mutant Ninja Turtles and their master Splinter when they come across Bishop.

He was voiced by David Zen Mansley.

What Makes Him Heinous?[]

  • Upon founding the Earth Protection Force (EPF), he abducts countless aliens across the centuries and subjects them to tortuous experiments, uncaring if they are actually good or bad, and collect their DNA to grow his army.
  • It isn't just aliens who get subjected to these experiments, as simple mutants who even hail from Earth like Leatherhead and the Turtles are subjected to his painful experiments, with Leatherhead being tortured for months.
    • He also has Honeycutt captured and gives him to General Blanque during their partnership, not caring about the fact that he plans on using him to build the Teleportal device to enslave the universe, just so he could deal with the Triceratons.
  • In his debut, he captures the Turtles and attempts to vivisect all of them to extract their data.
  • Is willing to put humans in harm's way if he has to, having held Karai hostage and threatened to kill her to force Oroku Saki into surrendering all the alien technology he salvaged.
  • Using the DNA he extracted from the Turtles, he creates an army of superpowered humans that he intends to mainstream into the population to enact a total genocide against all life present on Earth who are just merely suspected to be aliens in disguise. When Splinter asks on what would happen if errors were made, Bishop shrugs them off with him being "a big picture kind of guy" and is willing to allow 57% of humanity killed if it means making the world a better place.
  • In "Exododus", he tries stopping Utrom Shredders plans to return to the stars, even launching missiles at the ship and trying to kill the Turtles while doing so.
  • Subjected one of his close friends, J. Finn, to his experiments that made him into a ravenous mutant, ruining his life, uncaring when he finds out he actually remembers who he was in his past life as well.
  • Stages an alien invasion that threatens New York to convince the President on the necessity of the EPF to gain more funding.
    • While the mutant outbreak wasn't intentional, he had no qualms in having his men shoot at them in an attempt at containing them, despite knowing later on that they were sapient.
  • While Utrom Shredder, the Councilor of the Brotherhood, Savanti Romero, and Tengu Shredder all do worse, they have more resources.

What Makes Him Inconsistent?[]

  • He is a genuine well-intentioned extremist seeking to protect the Earth from all threats against alien life. He is willing to harm any individual human as long as the bigger picture is achieved and has expressed regret when the alien invasion he staged caused an outbreak of mutants, having done everything in his power to end it. He even teams up with the Turtles multiple times to stop world ending threats like the Tengu Shredder.
  • He has a genuinely tragic backstory as he was a mere soldier in the 18th century that was abducted by aliens and tortured for their twisted experiments which motivated most of his actions in the present.
  • When one of his own alien test subjects reacted much differently than how he did to his torture by saving his life from a deadly fire caused by a lab accident, Bishop redeems himself and turns the Earth Protection Force into the Pan Galactic Alliance to ally with aliens to bring peace to the galaxy, allowing humans and aliens to roam free on the Earth and coexist peacefully.
    • In the episode "Head of State", he was willing to risk his life to save Stockman, and at the end of said episode, allows him to recreate his body using current technology. He also lets him work at the Department of Agriculture.
